Developing sustainable small-scale fisheries livelihoods in Indonesia: Trends, enabling and constraining factors, and future opportunities

Small-scale fisheries (SSF) provide crucial contributions to livelihoods, food and nutrition security, the well-being of coastal communities worldwide. In Indonesia, 2.5 million households are involved in SSF production, yet these characterised by high poverty rates vulnerability due declining ecosystem health climatic change. this study we applied Sustainable Livelihoods Framework analyse characteristics immediate longer-term outcomes 20 livelihood-focused intervention programs implemented across Indonesian Archipelago over last two decades. Projects covered a wide range spatial scales, funding providers key participants. Factors supporting positive program included application inclusive holistic approaches sustainable supported appropriate time frames; use participatory capacity development methodologies locally-situated project facilitators; collaborative engagement with local government, non-government organisations private-sector actors. However, it was impossible identify evidenced successes from sustainability perspective. Short timeframes, absence baseline or monitoring data, pressure for satisfactory reports donors, limited post-project evaluation, together invisibility women’s work non-commercial exchanges, affected adequacy assessments. Given lack assessment among projects studied, thorough review impacts is recommended, guided Framework, evaluate sustained improvements livelihoods environmental sustainability. This would support best-practice design implementation interventions, disseminated beyond academia, influence policy achieve socio-economic equity goals.
